Snow and rain arrive at the top. <b>Upper\u00a0Klamath\u00a0Lake<\/b> spreads them over roughly <b>145\u00a0square\u00a0miles<\/b>, so it fills slowly and spills over the Link\u00a0River reef only once it is up. <b>Lower\u00a0Klamath\u00a0Lake<\/b> below is about the same size again, 142\u00a0square\u00a0miles of open water and marsh, and loses water to the air the whole time. When it rises past 4,085\u00a0ft it spills in two places at once.<\/p>\n<p class=\"kra-sub\" style=\"font-size:12.5px;color:#8a8676\">Storage comes from Reclamation\u2019s current curve with Agency\u00a0Lake and the Barnes units of the refuge reconnected; outflow from the pre-dam Koppen rating over the Link\u00a0River reef, which reproduces the paired stage and discharge in Reclamation\u2019s own 1915 records to within <b>1.5% on the annual mean<\/b> \u2014 1,847\u00a0cfs against 1,819 observed \u2014 and to <b>between 88% and 116% in every month<\/b> of that year. <b>The two bars below the lakes<\/b> are running totals since 1\u00a0October: everything that has arrived, and everything that has left past Keno. The gap between them is water still in the lakes or already gone to the air. <b>All elevations on this page are feet on the USBRKB datum<\/b> \u2014 Reclamation\u2019s Klamath\u00a0Basin datum, the same vertical reference as the USGS lake gage at Upper\u00a0Klamath\u00a0Lake and as Reclamation\u2019s stage-storage tables. It is <b>not NAVD88<\/b>; figures taken from this page should not be compared with elevations on another datum without conversion.<!-- EDIT ME: confirm USBRKB is the datum you want cited for the LOWER Klamath Lake figures as well as the Upper. That assumption is false on its face. The dams exist, and the Project exists. The point is not to pretend otherwise but to establish a baseline: what the basin did on its own, so that what it does now can be measured against something.<\/p>\n  <p><b>The water arriving at the top is today\u2019s water, not 1905\u2019s.<\/b> This is the part that matters most and is easiest to miss. The reconstruction is driven by modern net inflow, which already carries the <b>cumulative effects of a century of diversions<\/b> \u2014 Fourmile\u00a0Creek sent out of the basin entirely into the Rogue, upper-basin irrigation on the Wood, Williamson and Sprague that did not exist in 1905, and a denser forest after a century of fire suppression. <b>None of those are the Klamath\u00a0Project.<\/b> None are within the control of the Project, of Reclamation, of any federal authority, of Klamath\u00a0Irrigation\u00a0District, or of any other district. Every one of them shows up here as less water at the top of the animation, and therefore as a lower natural lake and a smaller natural outflow at Keno than the basin would have produced with those diversions absent.<\/p>\n  <p><b>So this is a conservative baseline.<\/b> A reconstruction driven by depleted inflow understates the natural condition. Whatever gap it shows between the natural lake and the regulated one is the smaller version of that gap, not the larger.<\/p>\n  <p><b>What is deliberately left out.<\/b> Nothing here concerns the adjudicated storage right, the volume Reclamation may store, or who holds the right to use that water. Those belong to the regulated lake and are held for a second animation.<\/p>\n<\/div>\n\n<div class=\"kra-method\" style=\"border-left-color:#1b2a4e\">\n  <h4>What this baseline isolates, and what it does not attempt<\/h4>\n  <p><b>This is not a \u201cbut for\u201d analysis.<\/b> It shows the effects of the Klamath\u00a0Reclamation\u00a0Project in isolation, against a state of nature. That is a different exercise from the one <b>ESA Section\u00a07<\/b> consultation and a biological assessment require. Section\u00a07 measures the effects of a federal action against an <i>environmental baseline<\/i> that already contains past and ongoing non-federal activity. This reconstruction makes no such partition. It strips the basin back to bare ground and asks what the two lakes would have done.<\/p>\n  <p><b>So it leaves out everything that pre-dated the Project or would have arrived without it<\/b>, including:<\/p>\n  <p style=\"margin-left:14px\">\u00b7 <b>Van\u00a0Brimmer\u00a0Ditch\u00a0Company<\/b> \u2014 adjudicated priority 4\u00a0September\u00a01883, 50.0\u00a0cfs<br>\n  \u00b7 the <b>Ankeny-Henley<\/b>, or Steele-Ankeny, Canal \u2014 adjudicated priority 21\u00a0March\u00a01884, begun as the Linkville Water Ditch in 1878<br>\n  \u00b7 the <b>Adams ditch<\/b> from Lost\u00a0River, later lengthened and renamed the District\u2019s D\u00a0Canal<br>\n  \u00b7 the enlargement of the Ankeny canal and tunnel, <b>already under way when Reclamation arrived<\/b><br>\n  \u00b7 <b>hydroelectric development on the Link\u00a0River<\/b> \u2014 the Moore Brothers\u2019 works, and Link\u00a0River\u00a0Dam itself, which the power company offered to build<br>\n  \u00b7 the growth of <b>forestry<\/b> in the upper basin<br>\n  \u00b7 the growth of the <b>town of Klamath\u00a0Falls<\/b><\/p>\n  <p><b>And that cuts against the District, deliberately.<\/b> Stripping all of it out means the reconstruction charges the Project with depletions that pre-date it or would have happened without it. A true but-for baseline would leave those diversions standing, and the share attributable to the Project would be <i>smaller<\/i> than the gap this animation implies. The baseline is drawn against the District\u2019s own interest on purpose \u2014 a conclusion that survives a baseline built this way is not resting on a favourable assumption.<\/p>\n  <!-- EDIT ME: TWO DATES FROM THE INSTRUCTION WERE NOT PUBLISHED AS GIVEN, because they conflict with KID_TitleTransfer_Canonical_Facts_v2.\n       (1) \"Adams Ditch 1883\" -- the canonical facts file lists \"Adams Canal 1883\" under REFUTED, DO NOT USE AGAIN, and gives 1886 (Stene): J. Frank Adams\n           and neighbours completed a six-mile canal from Lost River in 1886, lengthened to 22 miles in 1904, renamed the D Canal in 1915. The date has been\n           omitted here rather than published either way. Supply the ACFFOD or OWRD certificate finding and it can go in.\n       (2) \"Ankeny ditch and tunnel expanded in 1904 to 700 cfs\" -- no source found for 700 cfs. The ACFFOD records the Ankeny-Henley carrying ABOUT 50 CFS\n           by 1905 (Wee Direct at 16); Klamath Falls Irrigation Co. incorporated in 1891 to appropriate 500 cfs; KPWU claims 321-9\/10\/11 sought 500 cfs and\n           321-9 was recognised in part for 49 cfs only. The enlargement is described here without a figure. A 700 cfs claim on a public page needs a document.\n       ALSO NOTE: the instruction says the Reclamation contract was signed in 1905. The ACFFOD records KFIC selling the Ankeny-Henley Canal to the United States\n       in JULY 1906; Reclamation's $337,500 payment to the owners of the Little Klamath Ditch, the Ankeny-Henley Canal and Jesse D. Carr Land & Livestock was\n       7 APRIL 1905. Both dates are real but they are different transactions -- confirm which one you mean before this sentence is tightened.\n       Van Brimmer 4 Sep 1883 and Ankeny-Henley 21 Mar 1884 are the adjudicated PRIORITY dates and are correct as given (note Stene dates Van Brimmer\n       CONSTRUCTION to 1882, which is not the same thing as the priority). -->\n<\/div>\n\n<div class=\"kra-method\" style=\"border-left-color:#8a8676\">\n  <h4>Checking the Slough against Reclamation\u2019s own figure<\/h4>\n\n  <p><b>Reclamation\u2019s Natural Flow Study Part\u00a02 put the average loss to the Lost\u00a0River\u00a0Slough at about 6,000\u00a0acre-feet a year.<\/b> This model gives <b>nothing<\/b> in the dry year, about <b>700\u00a0AF<\/b> in the median year and about <b>17,600\u00a0AF<\/b> in the wet one. Set against 6,000 those look wrong in both directions \u2014 until you notice that 6,000 is a <i>mean<\/i> and the median year is not the mean.<\/p>\n\n  <p><b>A threshold spill produces a badly skewed distribution.<\/b> The Slough only runs when the lower lake is already above the 4,085\u00a0ft sill. In the dry year the lake peaks at 4,084.89 and misses it by an inch and a half, so the Slough never opens at all; in the median year the lake is above the sill on 27% of the model steps, and in the wet year on 53%. Most years therefore contribute nothing and a minority contribute a great deal. Weighting these three years as a quarter dry, half median, a quarter wet gives <b>4,700\u00a0AF<\/b>; as equal thirds it gives <b>6,100\u00a0AF<\/b>. Reclamation\u2019s 6,000 sits inside that range. For further scale, 6,000\u00a0AF is 0.49% of Part\u00a02\u2019s own 1,233,000\u00a0AF average natural year, and the wet year here is 1.0% of its own inflow.<\/p>\n\n  <p><b>What the answer is actually sensitive to is the sill, not the rating.<\/b> Doubling or halving the rating coefficient simply doubles or halves the volume. It was left at 4,085.0\u00a0ft, which is where the historical descriptions put it \u2014 and it happens to be the value that reproduces Reclamation\u2019s mean. <b>The sill was not adjusted to achieve that.<\/b> Tuning a parameter to hit a single reported average would turn an independent check into a circular one.<\/p>\n\n  <!-- EDIT ME: two things to settle before this is final.\n       (1) What does Part 2's ~6,000 AF average actually represent -- an unaltered natural condition, or a modelled undepleted figure for a period in\n           which private works had already changed the Slough entrance? If the latter, it is not the clean independent check this box treats it as.\n           Confirm against Part 2 before publishing.\n       (2) The 6,000 AF figure is quoted from the 2004 Part 2 study and its draft; a page citation would be better than a bare number. -->\n<\/div>\n\n<div class=\"kra-method\" style=\"border-left-color:#8a8676\">\n  <h4>How much weight these numbers will bear<\/h4>\n\n  <p><b>Three ratings do the work, and they are not equally well founded.<\/b> Say so plainly, because the difference matters.<\/p>\n\n  <p style=\"margin-left:14px\">\u00b7 <b>Upper Klamath Lake, over the Link\u00a0River reef.<\/b> Koppen\u2019s pre-dam rating, 392.6\u00a0\u00d7\u00a0(stage \u2212 4,138.5)<sup>1.712<\/sup>. This one is <b>tested against independent data<\/b>: Reclamation kept daily records of both lake stage and Link\u00a0River discharge in 1915, seven years before the dam, and the rating reproduces them to 1.5% on the annual mean and 88\u2013116% monthly. That is a real validation.<br>\n  \u00b7 <b>Lower Klamath Lake, over the Keno reef.<\/b> Q = 371\u00a0\u00d7\u00a0(stage \u2212 4,083.1)<sup>2.016<\/sup>, fitted to <b>exactly two gauged points<\/b> \u2014 8,400\u00a0cfs at 4,087.8\u00a0ft in June\u00a01904, the maximum of record, and 730\u00a0cfs at 4,084.2\u00a0ft in October\u00a01908, the minimum (Reclamation KBAO, <i>History of Keno Reef<\/i>, 21\u00a0November\u00a02019). Two points fix a two-parameter power law <b>exactly<\/b>: there is no residual, no degrees of freedom, and no way to test it. It is the best that survives, not a validated curve.<br>\n  \u00b7 <b>The Lost\u00a0River\u00a0Slough sill.<\/b> A threshold spill above 4,085\u00a0ft. The <i>sill elevation<\/i>, not the rating, governs the answer \u2014 four tenths of a foot changes the annual volume by more than a factor of ten.<\/p>\n\n  <p><b>The figures are printed at the model\u2019s arithmetic resolution, not at the accuracy of its inputs.<\/b> Net inflow is itself a residual of a lake water balance and carries error of order tens of cfs on any given day. Read the annual volumes to about <b>three significant figures<\/b> and the stages to about <b>a tenth of a foot<\/b>. A total shown as 1,009,939\u00a0AF means roughly 1.01\u00a0million acre-feet; it does not mean the model resolves single acre-feet.<\/p>\n\n  <p><b>What \u201cdry\u201d, \u201cmedian\u201d and \u201cwet\u201d mean here.<\/b> They are labels for three selected water years, not exceedance percentiles. Against Reclamation\u2019s own average natural year of 1,233,000\u00a0AF, the three deliver <b>578,000\u00a0AF (47%)<\/b>, <b>1,010,000\u00a0AF (82%)<\/b> and <b>1,734,000\u00a0AF (141%)<\/b>. So the median year sits somewhat below the long-run average rather than at it, and the three span roughly a threefold range. <!-- EDIT ME: a true exceedance percentile cannot be computed from the three years embedded here -- it needs the full period-of-record net inflow series, which is not in this file. If that series is obtained, replace the percentages above with the actual non-exceedance probability for each year and state the period of record. The 1,233,000 AF comparator is Natural Flow Study Part 2's average year, which is itself a modelled undepleted figure, not a gaged mean. --><\/p>\n<\/div>\n\n<div class=\"kra-method\">\n  <h4>What the inches mean<\/h4>\n  <p><b>They are a change in stage, not rainfall.<\/b> The inches on this page are the <b>change in Upper\u00a0Klamath\u00a0Lake stage since 1\u00a0October<\/b> \u2014 what a staff gauge driven into the shore would have read, measured against where it read at the start of the water year. Nothing more complicated than that. A reading of <b>+24.7\u00a0in<\/b> means the water stands a little over two feet higher than it did on 1\u00a0October. The figure is signed: it falls back through the summer as the lake draws down, and it would read negative if the lake dropped below its opening stage.<\/p>\n  <p><b>Where the water comes from.<\/b> Snow and rain fall across the 3,810\u00a0square\u00a0miles that drain to the Link\u00a0River, and a fraction of it reaches the lake as the inflow shown at the top of the animation. Most of what falls never arrives \u2014 it is taken up by forest and range, returned to the air, or recharged to groundwater.<\/p>\n<p><b>Two rain gauges, and they do not agree.<\/b> The animation now carries both: <b>Klamath\u00a0Falls<\/b> at the top, where the water enters the system, and <b>Keno<\/b> over the lower lake, at the basin\u2019s outlet. Each shows the running total for the water year, that day\u2019s own rain or snow, and the year\u2019s final figure. Across the wet year Klamath\u00a0Falls records <b>15.31\"<\/b> and Keno <b>27.23\"<\/b>; across the median year, <b>11.77\"<\/b> against <b>18.04\"<\/b>; across the dry year, <b>7.46\"<\/b> against <b>10.66\"<\/b>. Keno takes roughly half again as much, every year, because it sits nearer the foot of the Cascades while Klamath\u00a0Falls sits in the valley\u2019s rain shadow. <b>Two gauges twenty miles apart, in the same basin, on the same days.<\/b> That spread is the point: precipitation is not one number for the Klamath, and neither gauge tells you what the lake will get. The water that fills Upper\u00a0Klamath\u00a0Lake falls higher still \u2014 the Cascade\u00a0Range and the interior and eastern uplands average more than 30\" a year, and Crater\u00a0Lake about 65\".<\/p>\n<p><b>Where the gauge records come from.<\/b> Keno is station USC00354403, with complete daily coverage in all three water years \u2014 every day present, nothing filled in. Klamath\u00a0Falls is <b>Klamath\u00a0Falls International Airport<\/b>, station USW00094236, for the wet and median years, at 365 of 365 and 366 of 366 days. The airport has no record between WY1972 and WY1997, so the dry year comes from the town co-op gauge, <b>Klamath\u00a0Falls 2\u00a0SSW<\/b>, at 360 of 366 days. <b>Both totals are almost certainly low.<\/b> Standard unshielded co-op gauges undercatch snow badly \u2014 commonly by 10 to 30% in wind \u2014 and in this basin most of the winter precipitation falls as snow. The Keno figure and the Klamath\u00a0Falls figure are both biased in the same direction, so the <i>gap<\/i> between them is more reliable than either total, but part of even that gap may be catch efficiency rather than orography. <!-- EDIT ME: two things for your call. (1) The Klamath Falls series splices two gauges -- airport for WY1999 and WY2016, town co-op USC00354506 for WY1992 -- because the airport record is absent WY1972-WY1997. Both sites are in the same valley at similar elevation, but they are not the same instrument. (2) The WY1992 co-op figure includes 0.13 in distributed from two multiday accumulation entries; the other two years need no filling. Airport values were converted from tenths of a millimetre. If you would rather every year came from one gauge, Keno is the only station in the supplied files that spans all three -- but then the top block cannot say Klamath Falls. --><\/p>\n  <p><b>The inflow figure is Reclamation\u2019s net inflow.<\/b> It is computed as the residual of the lake\u2019s own water balance, so evaporation off the lake surface has already been subtracted and rain falling directly on the lake has already been added. In a hot dry summer a daily net inflow figure can go negative. None of the three years shown here dips that far; the driest reading on the dry year is 280\u00a0cfs.<\/p>\n  <!-- EDIT ME: the earlier version of this page expressed the running figure as inches of net inflow spread over the basin. That has been removed as confusing and replaced with observable lake rise. The precipitation comparison chart (Klamath Falls 11-14 in, near the lake 15 in, uplands 30+ in, Crater Lake 65 in, with citations to Gannett USGS SIR 2007-5050 and the Western Regional Climate Center) went with it. If you want that comparison back it should live on its own, away from any lake-level figure, because the two quantities are measured over different areas and invite exactly the confusion this change is fixing. -->\n<\/div>\n\n<div class=\"kra-method\">\n  <h4>Why every year starts at the same elevation<\/h4>\n  <p>Each run opens on 1\u00a0October with Upper\u00a0Klamath\u00a0Lake at <b>4,139.46\u00a0ft<\/b> and Lower\u00a0Klamath\u00a0Lake at <b>4,084.01\u00a0ft<\/b>, and it opens there whether you select the dry, median or wet year. There are two reasons, and the second is the important one.<\/p>\n  <p><b>It isolates the hydrology.<\/b> If each year began at a different stage, you could not tell whether a higher spring peak came from that year\u2019s snow and rain or from where the lake happened to start. Holding the opening fixed means every difference on the screen is the water, not the initial condition.<\/p>\n  <p><b>It does not change the answer.<\/b> The opening was tested, not assumed. Run the median year from six different starting stages spread across nearly five feet \u2014 4,138.60, 4,139.46, 4,140.50, 4,141.50, 4,142.50 and 4,143.50\u00a0ft \u2014 and every one of them lands at <b>4,140.07\u00a0ft<\/b> on 30\u00a0September. Carry that ending elevation forward into a second year and a third and nothing moves again: three wet years in a row peak at 4,142.85\u00a0ft each time, five dry years in a row at 4,140.63\u00a0ft. Running a year warm, opening from the elevation the previous year left behind, changes its peak by a hundredth of a foot.<\/p>\n  <p><b>The reason is the reef.<\/b> Koppen\u2019s pre-dam rating rises as the 1.712 power of stage above 4,138.5\u00a0ft, so a lake standing a foot higher does not release a little more water \u2014 it releases a great deal more. A surplus drains off over the winter and a deficit fills, and either way the lake arrives where that year\u2019s inflow and the natural outlet agree it should be. <b>The natural lake carries almost no memory from one year to the next<\/b>, which is the sharpest difference between it and a reservoir operated to a storage target.<\/p>\n  <p><b>The lower lake behaves the same way, and its opening was computed rather than chosen.<\/b> Run through WY2025 on Reclamation\u2019s daily record, every trial opening between 4,083.1 and 4,085.0\u00a0ft converges to 4,084.01\u00a0ft by 30\u00a0September. That is what Jacobs (1906) and Voorhees (1913) both reported from observation \u2014 the Keno reef holding the lower lake near 4,084\u00a0ft even at low water.<\/p>\n  <!-- EDIT ME: 4,139.46 ft is the equilibrium 1 October stage that Reclamation's WY2026 net-inflow record supports. Confirm you want that provenance stated on the page, or whether the convergence result alone is the better public explanation. -->\n<\/div>\n\n<p class=\"kra-note\" style=\"margin-top:10px\"><b>The water arriving at the top has been falling, and not because of the Project.<\/b> <b>Fourmile\u00a0Creek<\/b> has been diverted out of the Klamath basin entirely since the 1920s, through the Cascade\u00a0Canal into the Rogue \u2014 USGS station\u00a0365 records it discharging into a lava bed above Fish\u00a0Lake. A century of fire suppression has left the upper-basin forest far denser, so more precipitation is caught in the canopy and transpired before it ever reaches a stream. And the Wood, Williamson and Sprague now carry irrigation that did not exist in 1905. None of these are the Klamath\u00a0Project, and none are within the Project\u2019s power to change \u2014 but every one of them shows up here as less water at the top of the animation.<\/p>\n<p class=\"kra-note\" style=\"margin-top:10px\"><b>An observation, offered as a question rather than a finding.<\/b> The natural lake and marsh system returned an enormous volume to the air \u2014 roughly <b>528,000\u00a0AF a year<\/b> across both lakes and their marshes. Traditional knowledge of this basin holds that water lifted from the marshes came back to the mountains, and that draining them dried the country above as well as below. The arithmetic sets a ceiling on how much: spread over the 3,810\u00a0square\u00a0mile upper watershed, all of that moisture would be about <b>2.6\u00a0inches<\/b> of rain a year, and a realistic local recycling fraction perhaps half an inch. Small against 25\u00a0to\u00a040\u00a0inches in the mountains \u2014 but arriving in the growing season, when the lakes evaporated hardest and the country is driest. It is not something this model can test, and it is not counted anywhere in these figures. <!-- EDIT ME: this paragraph states a hypothesis, not a result. The 528,000 AF is from the 2005 study plus this model; the recycling fraction is a literature range, not basin-specific. Review before publication. --><\/p>\n<p class=\"kra-note\" style=\"margin-top:10px\"><b>The red rule is what the lake used to reach.<\/b> In April\u00a01904, before any dam, high-water marks put Upper\u00a0Klamath\u00a0Lake at <b>4,144.98\u00a0ft<\/b> \u2014 a month when 64.9% of Klamath\u00a0County stood in the most extreme wet class on the national drought record. The highest reading in fifty-one years of the modern regulated gage is 4,143.44\u00a0ft, in Water\u00a0Year\u00a02000, also a wet year and <b>1.54\u00a0ft lower<\/b>. The grey rule marks <b>4,143.3\u00a0ft<\/b>, about as high as Link\u00a0River\u00a0Dam has held the lake since 1922, shown here only so the two eras can be compared. It is a limit on the <i>regulated<\/i> lake, and the reconstruction is not held to it: the capacity curve driving this model runs to <b>4,145.0\u00a0ft<\/b>, so the natural lake here is free to rise past it if the water arrives to do it. In these three years it does not \u2014 the wet year peaks at 4,142.68\u00a0ft, just under. The space between the grey rule and the red one is not a limit of the model but a real gap: stage the lake reached in 1904 that no year in the gaged record has matched. <!-- EDIT ME: the adjudicated storage right (4,136 to 4,143.3 ft, 486,830 AF active, 629,870 AF total, Claim 294, and the holding that the beneficial users hold the use right) has been MOVED OUT of this animation and is held in kid-animation2-held-material-2026-08-24-v1.html for the second animation. It belongs to the regulated lake, not to this reconstruction. Decide whether even this grey comparison rule should also move there. Sources for what remains: USGS WSP 1315-B station 368 for the 1904 high-water mark; drought.gov SPI, Klamath County, Oregon, for the wetness class; Reclamation PAP-0955 for 4,143.3 ft. --><\/p>\n<p class=\"kra-note\" style=\"margin-top:10px\"><b>Every ribbon is drawn to the same scale<\/b> \u2014 a ribbon twice as wide is carrying twice the water, whether it is the inflow at the top, the spill over the Link\u00a0River reef, the Lost\u00a0River\u00a0Slough or the outflow at Keno. The Slough is barely a thread even at its peak of 186\u00a0cfs, against 6,309 for inflow in a wet spring; that is the correct proportion, not a drawing choice.<\/p>\n<p class=\"kra-note\" style=\"margin-top:10px\"><b>What the Slough actually costs.<\/b> The readout now carries the running volume out the Lost\u00a0River\u00a0Slough as well as the rate. Over the whole water year it comes to <b>nothing at all in the dry year<\/b>, about <b>700\u00a0AF<\/b> in the median year and about <b>17,600\u00a0AF<\/b> in the wet one \u2014 about <b>1.0% of that year\u2019s inflow<\/b> at its largest, and 0.07% in the median year. The Slough is a spill, not a loss of consequence: it opens only when the lower lake is already above 4,085\u00a0ft, and in a dry year the lake never gets there. Volumes are integrated by trapezoid on the model\u2019s own step from the slough discharge, so they carry the same uncertainty as the stage that drives them. <!-- EDIT ME: this water left the Klamath system entirely -- the Slough drains to the Lost River and on to Tule Lake, which had no natural outlet. Whether to characterise it as a loss to the Klamath or a transfer to the Lost River basin is a framing question worth settling before publication. --><\/p>\n\n<p class=\"kra-note\" style=\"margin-top:10px\"><b>Watch the Slough, and watch the gap.<\/b> The Slough runs for months in a wet year, opens briefly in the spring in a median one, and <b>in a dry year never opens at all<\/b> \u2014 the lower lake never reaches 4,085\u00a0ft and everything that leaves goes over the Keno reef. Meanwhile the two running totals tell the other half of the story: they separate through winter and spring as the lakes fill, and close again through summer as the water is given back or evaporates. In the median year about <b>1,010,000\u00a0AF<\/b> arrives and about <b>777,000\u00a0AF<\/b> reaches Keno \u2014 the difference is what the natural lakes consumed.
